Case evidence

Problem, scope, fee, outcome — and the constraint.

Anonymised, because our clients’ regulatory history is theirs. Every case names its constraint: the thing we could not control or would not do. Case studies without constraints are advertising.

The notice with 21 days on the clock

Problem
A 12-qualification metropolitan RTO received a non-compliance notice citing assessment tools under the Training and Assessment Quality Area, with 21 days to respond.
Fixed scope
Rectification response package: clause analysis, evidence matrix, rectification plan, one review round.
Fee
$3,800 published, $3,800 invoiced.
Outcome
Rectification evidence accepted; registration continued without conditions.
Constraint
We drafted the plan and the matrix; the RTO’s own trainers rewrote the tools. We do not manufacture evidence, and acceptance was ASQA’s decision, not ours.

Three qualifications onto scope, one invoice

Problem
A community services provider needed three related qualifications added to scope before a funding round, with contextualised resources for a work-placement cohort.
Fixed scope
Scope change band: first qualification plus two additional, each with a cohort-discussed training and assessment strategy and pre-use review of assessment tools.
Fee
$1,900 + (2 × $650) = $3,200.
Outcome
All three training products approved onto scope at first decision.
Constraint
Processing time was ASQA’s, not ours — the decision landed in week seven, and no consultant can compress or guarantee that timeline.

A self-assurance system the owner actually runs

Problem
An owner-operator RTO had passed its last performance assessment but had no systematic self-assurance: no registers, no monitoring calendar, findings living in one person’s inbox.
Fixed scope
Self-assurance system build: current-state review across the four Quality Areas, policy and register set, monitoring calendar, management reporting templates, handover briefing.
Fee
$6,900, delivered in 19 working days against a 20-day commitment.
Outcome
The system has been operated by the provider’s own team since handover; our 30-day question window closed with four questions asked.
Constraint
We built the system and left. We cannot make a provider compliant — compliance is in the operating, and the operating is theirs.

Eight hours a month, deliverables listed

Problem
A regional RTO wanted continuing compliance help but had been burned by an open-ended retainer that produced meetings, not documents.
Fixed scope
Ongoing support, 8-hour monthly block: compliance health check, up to four document reviews, register upkeep and a monthly working session — every deliverable listed in the block.
Fee
$1,990 per month, cancelled and restarted once by the client without penalty.
Outcome
Eleven months in: registers current, two internal reviews against the Outcome Standards completed and documented.
Constraint
When the client asked us to attend a performance assessment as their representative, we declined — that is not something a consultant should do, and it is on our cannot-do list.

Why anonymised? Publishing a client’s name next to their non-compliance notice would trade their privacy for our marketing. Fees shown are the published fees actually invoiced; outcomes are stated only where the regulator’s decision was communicated to the provider in writing.

Family disclosure. RTO Training Consultants is a brand of RTO Training Resources Pty Ltd (ABN 17 631 073 213), part of the CAQA Groups family. Our consultants are the same team that delivers CAQA’s advisory work. The difference is the service model: our scopes and prices are fixed and published. CAQA’s engagements are bespoke and quoted.
